Perhaps he picked them up when registrations expired as people forgot to re-register under the new rules. "Aircraft with registrations that were issued in March, April, May, June, July, or August of any year have already had their old registrations expire. The cost for the re-registration is just $5.00." The 99s are encouraging people to check their registration date as part of ARROW. (Once we get to Dec. 31, 2013, all “old” registration certificates will have expired and the one in your aircraft *must* have an expiration date.)
We have to pay a NAV Canada fee once a year in Canada...I guess that amounts to about the same but yours is much cheaper.

It is 140$ per year to reserve a Canadian mark. I got C-FRED when someone forgot to pay (was 31 day late) after holding it for 7 years (7 years x 140$/year).When I bought N6667G and imported it in 2007 I needed canadian mark. It is free to get computer selected mark, but who knows what you will get ??? I'd Rather pay 140$ and get C-FRED on my plane than computer choosen C-GFAG, or C-GGAY crazy
