There are quite a few "squatters" who reserve N-numbers ending with "RV" hoping to sell them later to the builders. It does cost $10/year for each number reserved.

I had reserved two numbers when I was planning on building either an RV-12 or an S-19, but my plan changed so I have relinquished them.
