The plane need a paint, an overhaul (and a crankshaft re-grind or replacement $$$), radio and a complete interior ?

Lets say... you get it for 8000$, add 13000$ for the overhaul and a new crank, 2000$ on a new interior and seat recovering, 1500$ on new radio, and 10000$ on a paint job...

Total cost (being very conservative): 34,5K$, wich is about it's value on the market. And I'm not counting everything else you might have to fix (windows, instrument, tires and brakes - wich you said need to be adressed).

Personnaly, I would pay no more than what it's worth if you decide to part it out after discovering some nasty problems.
Final decision is up to you.
