You didn't mention anything about the avionics, or upgrades. For that price I would expect to some newer avionics (GPS com, IFR cert.) to name a few. I know of a 62 172E with upgrade avionics(IFR GPS, dual radios, good paint and interior) for $32,500. I don't recall total time and TSMO, but it flies good. But it comes down to what you want in a plane and what you're willing to pay for it.
