75 hp seems a little light for two with baggage. I've flown some two-place airplanes with less power, 65 hp. Cub and 32 hp Aeronca C-3, and they can barely get out of their own way (the Aeronca can be just plain scary if there are any obstructions).
I do not know the airplane, and performance data for experimental airplanes sometimes doesn't exist or may be incredibly spotty or optimistic. I hope you can fly the airplane heavy and get a good feel for what it can and cannot do before you buy.

I met the owner at the Mideastern Fly in in Marion Ohio, about five years ago. He was offering the plane for $8000.00. He had bought it in Texas a few years before. I can't think of any reason the price would almost double. It was airworthy when I saw it.

Perhaps I don't have the vision...but, open cockpit? Taildragger? It might be fun for a weekend...but to commit to using that aircraft exclusively? I don't think so.

Flew a 1931 Curtis Write Jr. back in college that had an 85 HP Continental Engine (big improvement over it's originality 45 HP three cylinder). Plane was crated up after the owner died. Don't know where it ended up. Often wished I could locate it and buy it.
Performed similar to a J-3 Cub, with notably slower climb, and less responsive. Very docile handling. very touchy in cross winds, acts like a weather vain. Fair weather flyer but fun.
