The surrounding metal of the arm should mush over slightly to hold the pin. You could also run some thin lockwire through the centre of the pin and wrap it around the arm to hold the pin in place.

As far as wiring the thing in,, that would work well also,, might look a bit gaudy mind you but practical,
Typically roll pins are good for a few insertions,, and then should be turfed. I've no idea how many times mine might of been removed and put back in. It's like re-using bolts and or nuts, over and over again. Eventually they've outlived there usefulness and should just be replaced.

What you want to do to stake the roll pin is to take a centre punch (I usually use my automatic one) and locate the point of it about 1/8th of an inch from the edge of the hole on the arm and create a small indentation. If done right, the hole be ever so slightly "mashed", so that the arm material can grip the roll pin securely. Same idea for the spherical bearing used in the elevator control bellcrank.
