I do not understand how a plane can pass an annual before sale and then when the buyer has the next annual, there are many things that should have been addressed by the seller in the annual before the plane was bought.
It's common. Owners constantly pressure mechanics to let things go, some mechanics will pencil-whip an annual without question. There are a lot of bad actors out there and a lot of awful airplanes for sale. Never, ever buy an airplane with a "fresh annual" or worse "fresh overhaul" without an in depth prebuy exam - and if the exam goes well, have the mechanic go on and do a full annual.
