I previously owned both a 195 and 196 and I agree with Scott, the 196 is a major improvement over the 195. In fact it is one of the nicest portables I have every used. Nice feature set. As a bonus, it is a match for the 396/496 in both form and operating logic, so if you use a dock or ever upgrade to color you are already set up.
I was especially fond of the 196 logging detail, which produces data such as average speed etc.
I haven't shopped for a 196, but assume they are pretty affordable used?
