They make personal locater beacons that operate on the same principle as the sat/based ELTs that sell in the $600 range. They have to be manually activated, but probably work pretty well under suitable conditions.
Hard to tell WHAT might have led to the discovery of Fossett's wherabouts. There's always the outside chance he didn't want to be found.
I have it on pretty good authority that he and his wife had a real doozie of a fight the night before or morning of the day he went missing, which is something almost nobody knows. Depending on what it was about or how bad it was there's no telling what might have been going on in his mind that day.
