It's actually in the POH. Words to the effect that 'during prolonged spins with half tanks or less, engine stoppage may occur. But this does not adversely affect spin recovery.'

What happens is the fuel slugs outboard, uncovering the pickups in the tanks. I think Catherine said it takes about 13 turns before the engine will stop.

The engine in a 150 tends to stop after 5-6ish turns. In a 152, it tends to be in the 13-16 range.

Does "prop windmilling" restart the engine?

It sure does! The cylinder doesn't know or care if the stater motor is turning the crank, some meat bag pulling on the prop, or the wind rushing past the prop.

So the prop continues to turn after the 13th (that's unnatural) spin but the engine dies due to lack of fuel. The engine re-starts when fuel flows to the engine once the spinning has stopped?

Usually. Sometimes the prop stops windmilling since a spin is a relatively low-speed event. Diving after the spin recovery gets the prop spinning again.
