So, what ever happened to the iPad3? It was obsoleted at the same time the iPad Mini was introduced. The iPad4 is basically an iPad3 with the new Lightning connector and a faster processor (than the iPad3). Read all about it here. It won't work with any network attached printer. I got an HP Laserjet P1102w laser printer that is Airprint enabled, and (once you set up HP's little embedded server in the printer) it works with any iDevice every time. My brother says it works just fine. I think it costs a couple of $ and I will find out what app it is and let you know.
