I think it's an elevator cable pulley hanging loose... which makes me wonder how much "wind damage" may be hidden.

Like the little tail wheels some big jets have in case they are over rotated at take off. I was thinking if you opened that 180 up it just might do a wheelie and need the tail protecting. Hmmm, there are (2) photos that depict the 'tailwheel' and one of them looks like formed sheet metal to hold an axle for a wheel, rather than a pulley.
