The AD not carried out in and of itself - no. But the lack of compliance with an AD would make me dig deeper in the books and the aircraft. I would bet that non-compliance with a simple AD such as this one may well lead to other "interesting" things.
Ultimately no, but when comparing two prospective airplanes, the installation of little things like the rudder AD kit might lead me to believe the aircraft owner was more thorough about things. If the owner is "picky" enough to want to avoid the placard then they might have been picky about more important things.
My plan is to placard for a while, then see who has the best kit. I also figure that my mechanic might become more proficient after doing a few, and do mine cheaper. At this early date, almost no cessna has the fix. The AD must be complied with by June 2010. After that date I might not consider a plane that is not in compliance. I guess it would depend on the owner's story and whether I believed him.

I had the kit installed on my plane in May 2007. My mechanic charged me one hour of labor. I watched him work on it. Just drilled out the old stops and installed the new ones. No needs to remove the rudder.

This is the first time I have ever seen an actual picture of the new stop. I am looking at that gap behind that now larger bolt head. If those rudder horns are as flexible as Charles describes. and if they ever jumped into that slot behind the bolt........... That's scary!!!

Hung, Why are there 5 or 6 threads exposed on the left stop bolt and none on the right? There doesn't look like there are any threads beyond the lock nut at all, which isn't right. There has to be a bit of thread past the locknut for the locking feature to work, generally two threads showing, minimum. -B
