Now I'm really confused!
The VOR head (OBI/CDI) is not driven directly from aircraft power, so does not have a separate fuse! It's powered by output from the nav/com. What fuse are you removing and reinserting that makes any difference? Does this same fuse also affect the nav/com? You may not have a bad indicator after all!
