Didn't know the 150's had inspection plates under the elevator. The right side of the Horizontal Stab has one to inspect/ maintain the Trim tab actuator. I would check the tinnerman nuts that the screws screw into. You will probably fine one ear broken off of one are more(3) of these nuts. Seen lots of them in that condition. If you can't find one quickly I have one I will give you.
