The placard would be in compliance with the AD, if the stops were not replaced? Would it not?

THAT placard, anyway.
A legal placard must have the following verbage in at least 1/8" height letters, visible to the pilot:
"INTENTIONAL SPINS AND OTHER ACROBATIC/AEROBATIC MANEUVERS PROHIBITED PER AD 2009-10-09."
