75 hp seems a little light for two with baggage. I've flown some two-place airplanes with less power, 65 hp. Cub and 32 hp Aeronca C-3, and they can barely get out of their own way (the Aeronca can be just plain scary if there are any obstructions).
I do not know the airplane, and performance data for experimental airplanes sometimes doesn't exist or may be incredibly spotty or optimistic. I hope you can fly the airplane heavy and get a good feel for what it can and cannot do before you buy.
